I remember this being a jeep trail to the lookout. We think someone was occupying the lookout as an actual fire lookout, but no-one was there when we went a few years back. I'm not sure anymore how far back in this was, but there were ample camping opportunities. If no-one was there, you could camp below the tower. It wasn't much of a hike; not sure you could get close as a snowshoe trip either.
